UNITED NATIONS — The Syrian government has agreed to withdraw its security forces from in and around major population centers by April 10, ostensibly paving the way for a general cease-fire two days later, the special envoy told the Security Council on Monday.

In a further sign of outside efforts to slow the violence, the International Committee of the Red Cross in Geneva said its president would arrive in Damascus, the Syrian capital, on Tuesday to press for a daily two-hour suspension of hostilities to facilitate the evacuation of the wounded and the delivery of aid. It was unclear how Syrian officials would respond to the plea from the Red Cross chief, Jakob Kellenberger.
At the United Nations, too, many Security Council members greeted the information from Kofi Annan, the joint special envoy of the United Nations and the Arab League, with a certain skepticism given Syria‘s record of disregarding peace plans it had accepted.
Even Mr. Annan asked the Council to publicly endorse the April 10 deadline as a means of pressuring Syria to respect it, said diplomats who were in a closed-door briefing conducted from abroad by satellite. Mr. Annan also asked that the Council commission contingency plans to deploy United Nations observers should the cease-fire become a reality, the diplomats and United Nations officials said.
Council members moved to make an endorsement, but the idea of sending a United Nations observer mission was expected to be more problematic. Both Russia and China have repeatedly wielded their Council veto power to reject anything that they suspect might result in outside interference.
Still, the deadline was the first concrete if small step toward a cease-fire in an uprising that has grown increasingly violent since it erupted in March 2011, leaving more than 9,000 people dead and thousands more wounded, by the United Nations’ count.

“We hope that the Syrian authorities will implement fully the commitments that they have made without any conditions,” said Susan E. Rice, the American envoy to the United Nations, who as this month’s Security Council president briefed the news media on the closed meeting. “And should they do so, we will expect the opposition to follow suit within 48 hours.”
The proposals seemed to overlap with the more modest Red Cross appeal for a daily, two-hour suspension of hostilities, which Syrian authorities have ignored in the past as the year-long uprising has turned into a bloody battle with rebels and opponents that has claimed over 9,000 lives, according to United Nations estimates.
In a statement issued in Geneva, the International Committee of the Red Cross said its chief, Mr. Kellenberger, would meet the heads of the foreign, interior and health ministries to press for expanded access to “vulnerable people” and detainees.
“Visiting people who have been detained remains a priority for us,” Mr. Kellenberger said. “I will also further discuss practical measures for implementing our initiative for a daily two-hour cessation of fighting. A daily pause in the hostilities is essential in order to evacuate wounded people and deliver aid if and when the fighting intensifies.”
Separately, Rifaat al-Assad, the exiled uncle of the current Syrian leader, Bashar al-Assad, offered a rare glimpse into the Assad family’s perceptions of the likely outcome of the uprising, telling the BBC in an interview broadcast on Tuesday that he believed his nephew would be forced from power but should remain in office during a transition.
“The problems are now general to all parts of Syria — there are no places that have escaped violence — so I don’t think he can stay in power,” Rifaat al-Assad was quoted as saying. “I would say, though, that he should stay so he can cooperate with a new government and offer the experience he has.”
He also insisted that the Assad family was still “pretty much accepted by the Syrian people.”
Rifaat al-Assad, who lives in opulent exile in Paris, is remembered in and outside Syria for a failed attempt to overthrow his brother, Hafez al-Assad — the father of the current president — almost three decades ago and for leading a bloody crackdown in the central town of Hama in 1982 in which at least 10,000 people died.
